Since 2013, GGGI has worked with the Government of Colombia to advance green growth and sustainable investment strategies. This includes strategic partnerships with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, the Ministry of Finance and Public Credit, the National Planning Department, the Ministry of Mines and Energy, and subnational institutions. GGGI’s Colombia Country Program has evolved into a diversified portfolio that covers sustainable forestry, solar PV, climate-resilient agriculture, climate action, and green finance.

As part of its growing sustainable finance portfolio, GGGI is implementing the project “Enhancing Climate and Nature Risk Management and Sustainable Finance in Colombia”, funded by the UK PACT Green Finance Programme. The project aims to support the Colombian financial system in aligning with global sustainability disclosure frameworks, including International Financial Reporting Standards (IFRS) S1/S2 and the Taskforce on Nature-related Financial Disclosures (TNFD).

A central component of this initiative is to include environmental aspects, mainly climate and biodiversity, in the different risk instruments of the Colombian financial sector. To achieve this, work will be done both with financial intermediaries through their Environmental and Social Risk Management Systems, and with regulators through the adoption of international standards. Particularly for the latter, it is necessary to understand the state of the art and to have elements of judgement to guide decision making.

In this context, GGGI is seeking a Climate and Nature Risk Senior Officer to lead the development of technical documents that will enable the integration of climate change and biodiversity elements into both financial regulation and risk systems of financial intermediaries. This person will be a thematic leader in methodological development, in the development of documents and advisory material and in the implementation of tools to measure, generate instruments and analyze the risks associated with climate change and biodiversity in the financial sector.


POSITION SUMMARY

Based in Bogotá, the Climate and Nature Risk Senior Officer will lead the development of analysis and technical documents that support the inclusion of biodiversity and climate change factors and variables in financial regulation, as well as in the development of products and risk systems of financial intermediaries. One of the main objectives is to generate the financial modelling to enable evidence-based decision-making on the inclusion of climate and biodiversity aspects in risk models and regulation.

One of the key documents the Senior Officer will lead is the first stress test that integrating climate and nature, under the UK PACT-funded project “Enhancing Climate and Nature Risk Management and Sustainable Finance in Colombia.” This stress test expands the scope of the 2021 “Not So Magical Realism” assessment developed by the World Bank and the Financial Superintendency of Colombia (SFC), by incorporating biodiversity loss, ecosystem degradation, and social vulnerability into financial risk analysis. The Senior Officer will be responsible for guiding the overall methodology, supporting institutional coordination, and supervising the consulting firm that will implement the stress test. This includes ensuring technical rigor, alignment with international disclosure standards (IFRS S1/S2, TNFD, TCFD), and coherence with Colombia’s regulatory and policy frameworks such as ESMS and the national green taxonomy.

The position requires strong technical expertise in climate and nature risk assessment, financial sector engagement, and regulatory advisory. The Senior Officer will act as a strategic liaison between GGGI, Colombian authorities, financial institutions, and UK PACT stakeholders to ensure that the stress test delivers actionable, inclusive, and policy-relevant results.


PURPOSE
  • Provide technical inputs related to environmental impacts, particularly related to climate and biodiversity, to enable financial policy makers to base their decisions on evidence.

  • Lead the design and execution of Colombia’s first integrated climate and nature stress test, building upon the 2021 "Not So Magical Realism" climate-only assessment conducted by the World Bank and SFC.

  • Expand the analytical scope to include biodiversity loss, ecosystem degradation, and water stress, using disaggregated metrics across financial subsectors.

  • Strengthen the technical capacity of financial regulators to adopt IFRS S1/S2 and TNFD-aligned risk disclosure practices.

  • Lead the development of analyses and technical documents to enable the inclusion of climate and biodiversity risks in the risk systems of financial intermediaries.

  • Contribute to national and regional efforts to institutionalize nature- and climate-related financial risk management.


ENGAGEMENT
  • The Senior Officer will report directly to the Colombia Program Manager.

  • The Senior Officer will collaborate with the Sustainable Finance Team at national and regional level.

  • Coordinate closely with the Financial Superintendency of Colombia and the Ministry of Finance to design and validate a second-generation stress testing framework, building on the results and limitations identified in the 2021 World Bank-SFC exercise.

  • Provide technical supervision to the external consulting firm contracted for the stress test, reviewing methodologies, outputs, and alignment with IFRS S1/S2, TNFD, and SARAS supervisory metrics.

  • Engage with financial sector associations, institutional stakeholders, and think tanks to ensure that modeling assumptions reflect Colombia’s macroeconomic and environmental context.

  • Participating in multisectoral working groups, public-private roundtables, and UK PACT knowledge-sharing platforms related to climate and nature risk integration in finance.


DELIVERY
  • Develop technical documents that enable proper understanding and assertive decision making around the implications of natural issues, particularly related to biodiversity and climate, including but not limited to: system-wide heatmaps, macro-financial risk curves, financial modeling, stress test.

  • Generate tools to visualize and understand the impacts associated with climate and biodiversity shocks for actors such as regulators or financial intermediaries.

  • Ensure that the documents produced involve GEDSI aspects, as well as alignment with relevant international standards and methodologies.

  • Support the Colombian government and national entities in the integration of best practices for climate and biodiversity risk assessment.


REQUIREMENTS
QUALIFICATIONS
  • Colombian nationality or valid work permit to work in Colombia.

  • Bachelor’s degree in engineering, finance, economics, public administration, or a related field of study.

  • (Mandatory) Post-graduate qualifications in banking, investment, financial valuation, risk management, economics, sustainability, finance, or related fields of study.

  • At least 7-8 years of relevant experience in financial risk assessment, stress testing, ESG integration, or regulatory advisory, climate and biodiversity risk analysis, financial modelling.

  • Demonstrated experience designing or supervising climate-related or nature-related risk assessments.

  • Strong familiarity with international disclosure frameworks such as IFRS S1/S2, TNFD, TCFD, or equivalent.

  • Proven experience engaging with financial authorities, supervisors, or multilateral organizations.

  • Fluency in risk modeling terminology and tools (even if implementation is delegated to consultants).

  • Advanced analytical skills to design, review, and interpret climate and biodiversity risk scenarios.

  • Excellent written and verbal communication skills in English and Spanish.

WORKING CONDITIONS

The Climate and Nature Risk Senior Officer is an X9 grade level in GGGI's Colombia Salary Scale, with a full-time commitment (100% FTE) for a duration of 18 months based in Bogotá, Colombia. The salary range for the position starts at USD 38,953. Determination of base salary is subject to the candidate's experience, academic background, and internal equity.

In addition to the base salary, the contract includes a 15% contribution toward a retirement or long-term savings plan, 27 days of annual leave, and private health insurance coverage (including dental and vision).
