The Opportunity

 

Plan International seeks for a Regional Monitoring and Evaluation Specialist to provide technical support for the implementation and improvement of the Planning, Monitoring, Evaluation, Reporting and Learning (PMERL) system and to strengthen the operational M&E capacity of Country Offices to generate, manage and use data effectively and consistently. The M&E Specialist will support the implementation and optimization of Plan International’s PMERL system, under the guidance of the MERL Lead.  A 50% time of traveling is foreseen.

 

 

Key End Results

Dimension 1: Reporting and Analysis

Objective: Contribute technical inputs and consolidated data to support regional analysis and evidence-based decision-making.

 

Dimension 2: Ongoing Support to Monitoring and Evaluation

Objective: Ensure the effective operation of the institutional monitoring system (PMERL) and quality assurance in project design and implementation.

 

Dimension 3: Provision of High-Quality Technical Expertise

Objective: Ensure that MERL processes across the region are methodologically robust, ethically sound, and aligned with institutional best practices.

 

Dimension 4: Capacity Strengthening

Objective: Build the technical capacities of MERL staff across the region and foster knowledge sharing and peer learning.

Key Responsibilities:

 

Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
